“It is the duty of any party wishing to join the Communist International to conduct systematic and unflagging communist work in the trade unions, co-operative societies and other mass workers’ organisations. Communist cells should be formed in the trade unions, and, by their sustained and unflagging work, win the unions over to the communist cause.
